The rules by nation
- England: inspection at least every 5 years; reports to tenants within 28 days and to the council within 7 days of a request; remedials within 28 days.
- Wales: inspection at least every 5 years; report to the contract-holder within 14 days.
- Scotland: EICR before the first let and at least every 5 years; C1 and C2 items fixed; PAT testing of supplied appliances; RCD protection.
- Northern Ireland: HMO licence conditions require a satisfactory EICR at least every 5 years.
Arc fault detection
BS 7671, the wiring standard, calls for arc fault detection devices in HMOs on new socket circuits, so rewires and consumer unit replacements in HMOs normally include them.
Remedials or a rewire?
Where an EICR lists many defects, old cable or an old fuse board, a rewire during a void can cost less over time than repeated remedials.
