Which rules apply in Pembrokeshire?
- Rented homes must meet at least EPC E. Whether the planned EPC C standard will apply in Wales has not yet been confirmed.
- Councils assess hazards, including damp and mould, under the HHSRS, alongside the fitness for human habitation rules for occupation contracts.
- Building regulations cover structural work, partitions, drainage, fire-resisting construction and electrics; confirm with building control whether the conversion is a material change of use.
Welsh councils set their own HMO standards and may run additional licensing. In Wales, changing a house to a C4 HMO always needs planning permission, so check planning first.
